Dr. César Palagi is Managing Director and Head of Subsurface at Fifth Ocean Group, with more than 40 years of experience in onshore and offshore E&P, reservoir management, and field development.

He previously led Ecopetrol America’s non-operated deepwater portfolio in the U.S. Gulf of America, and spent over a decade at Petrobras America, where he managed integrated technical and commercial teams across deepwater projects. Earlier in his career, César spent 25 years at Petrobras in Brazil, working across the Campos, Santos, and Sergipe-Alagoas basins in subsurface management and large offshore field development and production operation.

César holds a Ph.D. in Petroleum Reservoir Engineering from Stanford University, and a master’s degree from the University of Ouro Preto, Brazil.
